疫情发生之前,多个国家的财政状况就已经暴露出各种问题.而疫情的冲击更是导致各国财政状况明显恶化.研究发现,财政状况与国家的经济实力及赤字和债务偏好密切相关,平时严守财经纪律可以为危机预留更多的政策空间.因此建议在风险更为多发的背景下,财政政策在正常情况下应该更为审慎,在危机期间更为积极,有必要提高中央政府的统筹能力,以及赋予财政收支更多的弹性.

Fiscal Situations of Major Developed Countries Under COVID-19

There have been some serious problems in the fiscal situations of some major developed countries before the pandemic.And the pandemic makes the fiscal situations of those countries significantly even worse.This study find that fiscal situations are closely related to a country's economic power and deficit and debt preferences,and that strict financial discipline in normal times can leave more fiscal space for crises.Therefore,this article suggests that fiscal policy should be more prudent under normal circumstances and more active during a crisis to meet the current world with more risks,and it is necessary to entitle central government greater coordination capacity and fiscal expenditure and revenue greater flexibility.
