| 摘 要： | “统筹城乡发展，推进城乡一体化”已经成为一种共识。“统筹”是手段，“一体化”是目标。不过，时下人们对“城乡一体化”的看法不尽相同，有的甚至有悖于中央的精神，这势必会引起“统筹”的片面性。因此，有必要对“城乡一体化”进行理论阐释，以利于从实践中找到实现城乡一体化的具体措施。

| Abstract: | ＂Planning the development of rural and urban area as a whole, and pushing the integration of rural and urban area＂ has become a common sense. ＂Planning as a whole＂ is the way and ＂Integration＂ is the object. But people still have different opinions about ＂Rural-Urban Integration＂; some opinions may be inconsistent to centre government which will lead to a unilateralism of ＂Planning as a whole＂. Therefore it is necessary to explain the theory of ＂Rural-Urban Integration＂, and to find some real measurements from the practice. |
