Operation Flood: Development and commercialization

Large integrated development programmes are notoriously difficult to evaluate. Moreover, when the programme extends in time over more than a decade and covers in space a country the size of India, then evaluation becomes nearly impossible. Operation Flood is one such large and long-term programme—a programme of dairy development all over India. The second phase of the programme began four years ago, and partially overlapped with the first phase which extended from 1970 to 1981. An important feature of the programme is its dependence on external resources.
