论农村基层政府公共服务责任的缺失及强化路径

在建设社会主义新农村中，农村基层政府担负着为农村提供优质、高效的公共服务的重要责任。近年来，新农村建设的成效比较显著，但从我国整体情况来看，农村教育、文化、医疗卫生、基础设施建设等公共服务问题依然比较突出。这既有国家宏观体制的原因，又有农材基层政府定位的原因。因此，我们要按照服务型政府的要求，通过转变致府职能、扩展新农村建设的投入渠道实现公共服务供给主体的多元化、完善监管机制和实施政务公开等途径强化农村基层政府的套共服务责任。

When building new socialist countrysides, rural grass-roots governments are responsible for providing excellent and efficient public service. In recent years, the achievement in building new socialist countrysides becomes more obvious, but as far as the general situation is concerned, public problems in rural education, culture, medical and health service are still prominent. They are resulted not only from macro system but also from the location of rural grass-roots government. Therefore, we should obey requirements for service government, alter government's function, increase ways for input, realize the diversity of service agency, make supervision system perfect, and make information of public interest accessible to strengthen public service responsibility in rural grass-roots government.
