黑龙江省新农村建设中构建政产学研合作体系的研究

通过政产学研合作,促进农业科技创新,是建设新农村的重要支撑,是发展现代农业、增加农民收入的内生动力,是实现我省新农村建设新格局的内在要求。因此,在新农村建设中,要着力构建促进农民增收的政产学研合作体系,包括构建政产学研合作关键技术体系、政产学研合作科技创新体系、政产学研合作科技普及推广体系、政产学研合作科技人才培育体系、政产学研合作网络服务体系,充分发挥政府在产学研合作体系中的重大作用,促进农民长效增收。

Research on the Government-Industry-University-Institute Collaboration System in the New Countryside Building of Heilongjiang Province

The innovation of agricultural science and technology can be promoted through the government-industry-university-institute collaboration.This is the important support of building the new countryside,the inner driving force of developing the modern agriculture and increasing the income of farmers,and the inherent requirement of realizing the new rural pattern.Therefore,in the process of building the new countryside in Heilongjiang province,great efforts should be made to establish the government-industry-university-institute collaboration system which can increase the farmers’ income,specifically including the key technical system,the innovation system for science and technology,the popularization system,the training system of science-technology talents,and the network service system.In addition,the significant role of the government should be given full play so as to promote long-term growth of farmers’ income.
