Abstract:In this paper,the countermeasures of teacher human resources management and development in local colleges and universities based on virtual organization are analyzed from the aspects of the strategic partner selection of the virtual human resources in local colleges and universities,outsourcing implementation,the virtual teacher human resource management building.
