花溪大学城建设与区域可持续发展协调性评价

目的]大学城建设涉及所在区域文化教育和经济发展,影响当地产业结构及人口规模。大学城以集约方式汇集高等教育资源,提高地区科学文化水平,推动区域经济发展。我国大学城规划建设由政府主导,计划性、目的性较强,在实际发展过程中与区域协调程度存在较多不确定性,考虑到建设成本与区域发展等因素,大学城选址越来越倾向于城市边缘区。贵州省主要高校集中分布于贵阳市城市边缘地带花溪区,即花溪大学城,包括高校聚集区、科技创业园区、配套服务综合区三大片区。方法]该研究以花溪大学城为例,通过构建大学城与区域可持续发展协调性评价模型,运用基于模糊数学统计分析的关联度计算方法,分析了二者的协调关系,针对存在问题提出了相应对策。结果]结果显示,近4年花溪大学城常住人口年消费总额、大学城基建年投资总额、周边房地产及配套设施年投资总额3项指标,与全区生产总值年增加值均呈显著正相关关系,与全区第二产业年增加值、第三产业年增加值呈高度正相关关系,花溪大学城与全区各指标间的关联系数平均值为0.858,协调性很高。基于投资乘数效应、产业结构定律、钻石模型等区域经济理论,分析认为花溪大学城对花溪区经济增长、产业结构升级、产业竞争力提高等方面具有推动作用。结论]研究区地貌属典型喀斯特山地,未来协调发展存在的问题包括大学城建设用地规模大,建筑成本高,资金需求量大,位置距贵阳市区较远,往返交通不便等。结论认为,大学城规划建设应因地制宜,通过打造以文化教育产业为中心的区域城市综合体,适度发展文化旅游产业,加强与其他科研机构合作等方式促进花溪大学城与区域协调可持续发展。

COORDINATION ASSESSMENT OF THE HUAXI UNIVERSITY TOWN CONSTRUCTION AND REGIONAL SUSTAINABLE DEVELOPMENT

The university town is a complicated system engineering that relates to many areas as higher education, economic development and cultural construction, and thus affects the regional industrial structure and population scale.The construction of University Town can promote regional higher education and the scientific culture resources concentration, produce the agglomeration benefits, promote the regional economic development, and coordinated the agglomeration efficiency between university town and the regional sustainable development.Most universities in Guizhou clustered together in the urban fringe of Huaxi district, Guiyang, that is the Huaxi University Town, which mainly includes three parts, i.e., the college community, the enterprise park of science & technology, and the proposed services area.Taking Karst urban fringe Huaxi university town in Guiyang as the study area, based on the fuzzy mathematics statistical analysis, this paper building a regional sustainable development coordination evaluation model, using the correlation degree calculation method.The results showed that it had a significant positive correlation among the total consumption of regional population, the gross fix investment of the infrastructure, the real estate with supporting facilities, and the added value of gross domestic product per year, and it was highly correlated with the added value of secondary industry and tertiary industry.The average correlation coefficient between the University Town and Huaxi district was 0.858.Based on the regional economy theory, such as the investment multiplier effect theory, Petty-Clark′s law in industry structure, and Michael Porter diamond Model, it had great effects of the University Town on regional economic growth, industrial structure promotion and competitiveness improvement.However, due to the typical Karst mountainous topography, the Huaxi University Town had still some problems such as lack of transportation and ongoing investment.Finally, it put forward some measures, such as constructing large urban complex project, developing the culture and education industry, and enhancing the cooperation with other research institute.
