先行先试视角下的区域金融政策创新取向--基于CAFTA框架下广西的实证分析

从CAFTA启动到纩西北部湾经济区发展规划》顺利实施，再到2009年12月《国务院关于进一步促进广西经济社会发展的若干意见》颁布，鼓励金融改革先行先试，而广西经济金融发展环境发生了重大变化，为区域金融发展及其政策创新拓展了空间。在此背景下，我们要抓住这个历史性机遇，结合广西的自身发展特点和区位优势，特别是我们应当结合广西的民族地区发展、中国一东盟自由贸易区开放前沿、西部大开发深化等发展机遇和条件，从体现区别性和差异性的角度来创新广西的金融政策，更好地促进广西金融改革创新的先行先试，降低金融机构准入门槛，完善广西的金融机构体系，推动广西区域性金融产品创新、金融服务创新和金融业务创新。

The Exploration of Regional Financial Policies' Innovational Orientation Under the View of First Trial

The environment of economic and financial development in Guangxi has undergone huge changes, which expand the space for the regional financial development and policy innovation. In this context, we must seize this historic opportunity, combine with the characteristics of Guangxi＇s own development and local advantages, especially the development opportunities and conditions, to innovate Guangxi＇ s financial policy from the view of showing distinctiveness and otherness.We should promote the early and pilot implementation of financial reform and innovation, lower the admittance threshold for financial institutions, improve the financial system in Guangxi, and promote the innovation of regional financial product innovation and financial services in Guangxi.
