政府职能在城市社区建设中的重新定位

近年来,我国的城市社区建设取得了一定的成效,社区承接了大量的社会职能,其地位和作用进一步凸显,但面对不断涌现出的新问题,以政府为主导的城市社区建设逐渐陷入了"两难困境"。要从根本上解决问题,政府就必须重新定位,实现从管理向服务,从突出权力主体向突出义务主体转变。为此,需建立起一个符合社区实际的制度安排:改变政府管理的唯一主体地位,逐步实现社区治理主体的多元化;探索政府与社区合作治理的新机制;建立社会多元投入机制,引导社区发展资金来源多元化;建立健全社区的民主参与机制等,从而使政府的职能归位,社区发展进入一个良性运行轨道。

Redesigning the Government's Role in Construction of Urban Communities

The construction of urban communities in recent years has achieved substantial progress and the communities have undertaken a large amount of social function.However,in the face of the ever emerging new problems,the government-controlled urban communities are thrown into a"dilemma".To overcome this difficulty,the government needs to redesign its role,changing from management to service,from executing the power to fulfilling the duty.Therefore,it is necessary to construct a system that fits the real situations in a community;diversify the governing bodies of the community rather than the government as the sole manager;design a new mechanism for the cooperation between government and communities; introduce multiple investors in the development of communities;and improve the democratic management.In this way,the government will play its original role and the development of communities will get onto a benign path.
