改革开放以来,珠江三角洲小城镇经历了显著的数量增加与规模扩张,目前总体上正由数量增加向质量提升转变,并出现了小城镇连绵发展的态势,形成了一批＂专业镇＂和＂超级镇＂。同时,珠江三角洲小城镇也面临着半城市化特征明显、行政区经济盛行、人地矛盾日趋尖锐、劳动密集型产业所带来的附加值处于价值链U形曲线底端、＂小马拉大车＂的体制束缚等问题。珠江三角洲小城镇发展迫切需要转型,走节约集约和低冲击发展道路,选择适合自身特点的差异化发展模式,科学编制规划,强化管理,并探索＂镇级市＂设置和内部管理＂大部制＂改革。

From Growth to Transformation:the Development Characteristics, Practical Problem and Strategy about Small Towns in Pearl River Delta

After reforming and opening,small towns in the PRD have experienced the stage of number increasing and scale expanding,and now they are changing from the number increasing to quality promoting.There was some small towns which are developing to face each other and there are many"professional town"and"super town".Mean while,The towns in PRD is also facing a series of problems,for example,the peri-urban model,the administrative area economy system,the contradiction between people and land,added value of labor intensive industry being bottom of value chain like U shaped,shackles of system like"Pony pulling a cart"and so on.The towns in PRD development need transformation,including siving and intensiving,low impact development,different development modes which are suitable for the small towns,planning & design for the small towns,strengthenning management,exploration"city" which is equal to the town,and the"super-ministries system"for internal management reform.
