城镇居民收入结构、收入初次分配格局与消费过度敏感性——1985-2008年的经验数据

实证分析表明,城镇居民消费存在过度敏感性,1985—2008年消费由当期收入决定的消费者所占比例不低于67%。造成该种现象的原因主要有二:一是城镇居民收入结构中,工薪收入占绝对主体,财产性收入低,资产财富效应微弱;二是城镇居民收入在国民收入初次分配中的比例不高且不断下降。为了缓解消费的过度敏感性,扩展城镇居民消费,提高居民收入在初次分配中的比重是根本途径。为此,应该提高企业支付给职工的劳动报酬,降低生产税税率,采取措施提高居民财产性收入,同时要抑制住房价格等过快增长。

Structure of Urban Residents' Income and Initial Distribution of National Income and Excessive Sensitivity to Consumption: 1985-2008
