应对粮价异常波动的对策研究

我国粮食生产自2004年至2007年已连续4年增产,国内粮食供给相对充裕。但与此同时,粮食市场却波浪迭起、涨风不断。宏观调控措施似乎也难迅速奏效。除了国际粮食市场涨风波及等因素外,一个重要的原因是政府对粮食市场宏观调控目标的公益性与粮食零售市场受控载体营利性的矛盾。也即粮食零售市场缺乏一个具有导向功能的服务网络。当务之急是要在粮食零售市场建立、健全以国有或国有控股中心粮店连锁经营为主干,以个私粮商为羽翼的新型粮食零售市场服务网络,成为粮食安全保障体系的前沿阵地。

Research on Countermeasures to Abnormal Fluctuations of Grain Prices

From 2004 to 2007,our country's grain production has been increasing consecutively,and our domestic grain supply has been comparatively abundant.At the same time,the grain prices have been rising continuously,and it seems very difficult for the macro-regulation measures to achieve great effects rapidly.In addition to the factors like the fluctuations in international grain markets,one of the main reasons is the contradiction between the public welfare orientation of our government's target for macro-regulation of grain markets and the private interest orientation of the entities being regulated in the grain retail market.It means that the grain retail market lacks a service network with a strong function of guidance.The most important thing at present is that we should set up or perfect a new grain retail market service network as a front bastion for our grain security guarantee system,which gives priority to chain operation of state-owned or state-controlled central grain shops with privately-owned grain shops as a supplement.
