| 摘 要： | 运用随机分析方法测算了伊春林管局16个森工企业从2005年到2007年的技术效率值,结果表明:在林改之前的2005年,试点森工企业的技术效率值低于非试点森工企业,2006年国有林权制度改革试点之后,试点森工企业的技术效率得到了显著提高,在2007年试点森工企业的技术效率值已超过非试点森工企业。采用DID模型对影响森工企业技术效率的因素进行分析的结果表明:国有林权制度改革对森工企业技术效率具有显著影响。研究的结论是:仅就企业效率而言,国有林权制度改革具有明显的积极意义。

| Abstract: | Technical efficiency scores of 16 forest industry enterprises from 2005 to 2007 in Yichun have been measured with SFA model.The result indicates that the technical efficiency of these pilot enterprises where the national forest tenure reform is in progress significantly.They have been above the others which are not in the pilot project.Meanwhile,analysis on determinants of enterprise technical efficiency has been made by DID model.The result indicates that the national forest tenure reform has significant effect on enterprise technical efficiency.A conclusion can be drawn that the reform has created tremendous positive meaning only in terms of enterprise efficiency.So the scope of the pilot project should be further expanded by the related department of government. |
