中国农村自治性公共管理组织的运作特点及对策

近20年来,中国农村自治性公共管理得到了迅速发展,但是还不够成熟和完善。文章认为,在村一级的自治性公共管理组织的建设和运行中,要全面推行公共管理的五大原则:公正、平等、公开、效率、法制,以此规范村干部的管理行为,推动"自治村"的公共工作。具体做法是:在村委会选举中要贯彻"公正"原则;在村民权益上要坚持"公平"原则;在重大村务和财务开支上实行"公开"原则;在与自治村公共管理组织的关系上要坚持"法制"原则。

Working Characteristics and Countermeasures of Chinese Rural Organizations of Self-governing Public Management

With these twenty years,Chinese rural organizations of self-governing public management have been developed rapidly,but not mature and perfect.This article thinks the building and working of self-governing organizations of public management under the villages should set up and carry out five principles of public management to regulate the management behaviors of village carders and promote the public jobs of "self-governing" villages.These principles are justice,equality,opening,efficiency and legality.In details,they should carry out the principle of "justice" in the process of election of village committees,insist on the principle of "equality" on the profits and rights of villagers,carry out the principle of "opening" on village affairs and finance and set up the principle of "legality" on the relation of self-governing organizations of public management.
