协同治理视角下西藏农牧区养老问题研究

随着国家对养老问题的重视,西藏养老也随之引起人们的关注。由于城乡发展不均衡,西藏农牧区养老问题更不容忽视。论文主要从国家现有养老情况的宏观大背景下出发,从养老主体、养老模式与养老服务三方面分析其现状及问题,并提出了西藏农牧区养老的对策建议。最终,西藏农牧区养老问题的解决需要充分结合家庭、政府、市场与社会多主体协同治理,建立多元化养老模式,提供个性化的养老服务。

Research on the Pension Problems in Tibetan Agricultural and Pastoral Areas from the Perspective of Collaborative Governance

With the state's emphasis on the issue of pensions,Tibetan pensions have also attracted people's attention.Due to the uneven development of urban and rural areas,the issue of old-age care in Tibetan agricultural and pastoral areas cannot be ignored.From the macro background of the country's existing old-age care situation,this article mainly analyzes the current situation and problems from three aspects:the main body,mode and service of the pension,and the countermeasures and suggestions for the old-age care in Tibet's agricultural and pastoral areas are put forward.Finally,to solve the pension problems in Tibet's rural and pastoral areas,it is necessary to fully integrate the family,the government,the market and the social,thus to form a multi-body collaborative governance,establish a diversified pension mode,and provide personalized services for the aged.
