摘    要:针对2009年8月长江上游发生的较大洪水(简称“09.8”长江上游洪水),为减轻荆江河段及荆南四河的防洪压力,控制三峡水库出库流量,实施削峰调度。通过还原计算,分析了防洪调度对荆江及城陵矶河段防洪的影响。结果表明,本次拦洪调度的三峡水库最高库水位达152.89 m,沙市、城陵矶水位均在设防水位以下,避免了荆江河段高洪水位,降低了防汛响应级别,减少了中下游防汛成本支出,同时增加了5.3亿kW·h的发电量,取得了较大的防洪与发电效益,是三峡水库建成以来首次大规模防洪调度的成功案例。
