| 摘 要： | 科技创新评价工作作为评估一个地区科技创新状况的作用非常突出,是一个地区科技决策工作的重要依据。在充分认识科技创新工作的目的和意义的基础上,借鉴成效显著地区的评价方法,以公平客观、科学实用、系统全面、体现特色为原则,统筹考虑发展基础、发展水平、发展变化进行了湖北省科技创新评价系统的设计。

| Abstract: | Scientific and technological progress monitoring assessment of a regional scientific and technological progress as the situation of a very prominent role,is a regional science and technology an important basis for decision-making.In full awareness of science and technology evaluation for the monitoring purpose and meaning based on the reference results showed the region's evaluation,a fair and objective,scientific and practical,systematic and comprehensive,reflect the characteristics of the principle,and consider the development of basic,level of development,the development of changes in the Monitoring and Evaluation of Scientific and Technological Progress system. |
