解决问题要有决心更要有路径——评浙江出台全国首个医院门诊管理办法

浙江卫生管理部门出台了医院门诊管理办法，从2009年6月1日起实施。办法以门诊管理为突破口，从提高医院门诊服务质量，规范门诊服务流程，方便群众就医入手，探索建立一套门诊服务管理新模式，切实缓解百姓看病难，确实有可圈可点之处。但不足也比较明显：一是办法执行难；二是专家号的稀缺问题没有根本改观；三是没有建立相应的激励机制。
