关于WTO框架下中日两国经贸合作战略升级:现实依据与推进对策

中日两国经贸关系与政治关系目前处于明显的不平衡状态,中国作为负责任的发展中大国应当采取积极的方针和立场加以解决,用发展势头强劲的经贸合作关系带动政治关系发展,努力在WTO框架下实现经贸合作战略升级目标,争取到2008年突破2000亿美元大关。为此,必须正视双方经贸关系发展中出现的问题,找出深层次的原因,提出在WTO框架下的解决方案,从而为东亚大市场成长为世界第三大经济增长极共同做出应有贡献。

On the Strategic Upgrading of Sino-Japanese Economic and Trade Cooperation within the WTO Framework: Practical Basis and Promotion Measures

The economic,political and trade relations between China and Japan are at present found in an obviously unbalanced state.China,as a conscientious big developing country,should assume a magnanimous attitude regarding the situation and should strive for a solution by taking advantage of the rapidly developing trade relations to promote the development of the bilateral political relations,trying actively to realize,within the WTO framework,the economic and trade cooperation upgrading objectives and make the breakthrough to top 200 billion US dollars in 2008.Therefore,the two countries must face squarely the problems that presented themselves in the development of the bilateral economic and trade relations,locate the causes of the problems at the deeper levels,and propose rational solutions within the WTO framework.Only by doing so can the two countries make their due contributions to the Greater East Asia market and its becoming the third economic growth pole in the world.
