| 摘 要： | 在我国特殊国情以及目前的市场环境下,传统政府投资项目建设管理暴露出很多弊端,“代建制”的推行具有历史必然性和实际意义。本文对现行“代建制”两种运行模式进行利弊分析,并提出“代建制”运作模式在我国的中长期发展设想:完善代建制法规和企业制度建设,借鉴现代企业人事管理和分配制度提高人员素质和积极性,待市场机制成熟时整合建设咨询业,形成全过程咨询。

| Abstract: | The construction management of traditional government investing project has been exposed exactly with disadvantages on the special Chinese conditions and present market environment,so the performing of agent construction management(ACM) model has historic inevitability and practice meaning.The paper analyzes the advantages and disadvantages of the two ACM practice models,and suggests its long-and medium-term development views: completing the ACM model regulations and enterprise system;improving employee qualities and activity by learning from personnel management and distribution system of modern enterprise;integrating construction consult industry to form total process consult as the market system completed. |
