公务员加薪的经济学分析

近年来中国政府屡次为公务员加薪，其根据是公务员的收入水平相对低下。政府的这一认识很难解释即使在加薪行动之前，公务员行业就是“热饽饽”这一事实。本文认为，公务员的收入可以分解为显性收入和隐性收入两个部分，公务员的隐性收入高于显性收入。政府当局注意到的只是公务员的显性收入部分，并由此产生一种“公务员收入错觉”，而在此基础上决定的加薪举措极有可能引起新一轮政府规模膨胀。

An Economic Analysis to Pay Higher Salaries to Civil Servants

The Chinese government has paid higher salaries to civil servants several times since these years owing to that civil servants' profession has claimed to be badly paid,as is very difficult to be explained by the phenomenon in which it is just before the action that the civil servants' profession had already been very attractive.In 'this article,income of civil servants' profession is composed by two parts:the explicit income and the implicit income,and the back is usually higher than the forth.Only the explicit income of civil servant have been noticed by the administration,hence the illusion of income of civil servants' pro-fession.The administrative performance, based on the wrong decision, will bring about a newer expansion of the governmental scale.
