| 摘 要： | 首先明确了现阶段中国应急预案体系存在的问题,论述了基于超网络理论构建应急预案体系的可行性。然后针对中国应急预案体系结构的特点,构建了应急预案体系超网络模型。最后以四川汶川地震为案例,验证了该模型的可行性,总结了其对于中国应急预案体系管理的指导意义。

| Abstract: | This paper summarizes the problems of the existing emergency plan system in China .Then it builds a hypernetwork model on emer-gency plan system according to the characteristics of the structure of emergency plan system .Finally ,it verifies the feasibility of this model through taking Wenchuan earthquake as the case ,and points out the significance of this model for the management of emergency plan system in China . |
