武陵山片区基层政府在经济社会建设中的现行遭遇与对策瞻要——以怀化市辰溪县4个乡镇为例

基层政府担负着经济社会建设中“上面千根线、下面一根针”的千钧重担之重任。当前，正处在经济建设的高速期和矛盾高发的凸显期。本文以基层政府在经济社会发展中存在的问题为切入点，通过调查分析，运用实证方法，提出解决方案，以冀推进服务型政府的构建，推进地方经济社会的又好又快发展。

The Current Encounters of The Grass-roots Government and Countermeasures in Constructing Economy Society in Wuling Mountain Areas--Based on the examples of the four townships government in Chenxi County of Huaihua City

The grass-roots government undertakes the fateful responsibility for social and economic construction as ＂above one thousand lines, following a needle＂. At present, our society is in a high speed period of economic construction and in a high incidence period of prominent contradictions. In this paper, Based on the existing problems of the local government in the economic and social development as the breakthrough point, we put forward to a feasible plan to construct a service-oriented government, and practically promote to develop economy and society fast and well, through the investigation and analysis and the use of empirical methods.
