| 摘 要： | 首先阐述森林资源的公共物品属性,接着基于公共管理的分析框架,从国有林经营管理体制出发,深入分析目前森林资源现有管理模式面对的公共管理困境:集体行动的失范、共识和合作的困窘、机会主义行为难以克服、官僚化与浪费的消极抑制等风险。

| Abstract: | Firstly,attribute of forest resources in the public goods was elaborated in the article.Then based on analysis framework of public administration,difficult position in the public administration had elaborated in the existing pattern of forest resources management from state forests management system presently:it was that the collective action had deviated in the norm,the mutual recognition and the cooperation embarrassed,the opportunism behavior couldn't overcome,the bureaucrat and the waste suppressed negatively and so on. |
