时代呼唤良法之治

十八大报告强调要坚持依法治国，加快建设社会主义法治国家。本文回顾了过去十年中国法治建设的历程，认为有形的法治建设已取得明显进步，中国特色社会主义法律体系已经形成，基本保证了社会发展各方面“有法可依”，但无形的法治机制推进方面还存在很大差距，继而提出当前中国社会需要良法之治，既要有良法，又要有忠于法律、熟悉法律的执法队伍，还要有严明的违法惩戒机制。

In Need: Rule by Conscientious Law

The report of the 18th CPC National Congress emphasizes adherence to running the country by law and acceleration of building a socialist China under the rule of law. Looking back on the past ten years of legal construction, the writer maintains that the practical construction of the rule by law has made significant progress, and that a socialist legal system with Chinese characteristics has basically been formed to govern practically all every aspect. However, the promotion of the invisible and abstract mechanism of the rule by law still falls behind. Therefore, the writer proposes that the present China need a rule by conscientious law which is not only a proper legal system but also a law enforcement team loyal to and familiar with the law. In addition, there must be a strict punishment mechanism for unlawful practice.
