以制度体系建设推动生态文明建设迈上新台阶

党的十八届三中全会提出全面深化改革的战略任务,生态文明体制改革是其重要组成部分。建立系统完整的生态文明制度体系既是全面深化改革的重要内容,又是生态文明建设的核心任务。生态文明建设要突破瓶颈、迈上新台阶,必须加强生态文明制度体系建设。要彰显生态文明公平与责任相结合、惩罚与奖励相结合的原则,以生态文明的理念和原则进行制度体系建设。为此,要将生态文明的理念、原则融入制度体系的改革和建构中;注重生态文明制度体系设计的系统性、整体性、协同性;建立能协调各方利益的环保"大部委"机构。

To Promote the Construction of Ecological Civilization to a New Level by Institutional System Construction

T he T hird Plenary Session of the 18th CPC proposed a comprehensive strategic task of deepening the reform ,of w hich the institutional reform of ecological civilization is an important compo-nent .To establish a complete institutional system of ecological civilization is both an important part of deepening the reform in a comprehensive way ,but also the core mission of ecological civilization con-struction .And to break through the bottleneck and move up to a new level of ecological civilization con-struction ,we must strengthen the institutional system construction .To highlight the principles of the combination of fairness and responsibility ,punishment and reward of ecological civilization ,we should conduct institutional system construction based on the concept and principles of ecological civilization . Therefore ,concept and principles of ecological civilization should be integrated into the reform and con-struction of the institutional system .The institutional system design of ecological civilization should be focused on the systematic ,holistic and collaborative nature .A“big ministry”of the environmental pro-tection agency should be established ,w hich can coordinate the interests of different parties .
