| 摘 要： | 文章提出建立在形式合理性基础之上的官僚制是西方公共行政的主要模式.形式合理性有导致形式主义、官僚主义的危险.在过渡社会,表现的更为明显.必须促成形式合理性和实质合理性之间的融合,寻求行政的道德制约.
