| 摘 要： | 发展农村基础设施，资本问题是关键，仅靠政府主体难以达到农村基础设施长期稳定发展的目标，大力引进民间资本进入农村基础设施领域已成为一种必然趋势。但是，民间资本进入农村基础设施领域存在行政体制、政策环境、融资方面、市场退出和自身素质等多方面的障碍。

| Abstract: | Developing rural infrastructure,capital is the key factor.Only the governmental capital can hardly meet the long-term and steady development goals of rural infrastructure.If we want to settle this problem,we must induct private capital invest rural infrastructure when we increase the rural infrastructure investment.But there are many obstacles such as administration systems,policy condition,financing problems,exit mechanism and self-makings when private capital investing rural infrastructure. |
