国家环保模范城市减排绩效实证分析

创建国家环境保护模范城市是改善人居环境、维持生态平衡的重要举措,节能减排是实现可持续发展的必由之路。探讨与审视创模活动的减排效果成为深化创模活动、推进城市可持续发展必先厘清的问题之一。使用系统GMM估计方法分析了创模活动的工业二氧化硫的减排效果。实证结果表明:创模活动总体上能使每万人工业二氧化硫排放量降低三分之一强;在城市创模活动过程中,城市减排效果显著,而在评上模范城市后,却不能保持显著的减排效果;在创模活动中,东部城市的减排效果明显高于中西部城市。

Performance analysis to the emission-abatement of national environmental protection model cities

Building model city for national environmental protection is an important measure that can improve people’s living environment and maintain the ecological balance.Energy-saving and emission-abatement is the only way to achieve sustainable development.One of the issues,which can intensify the model-setting activities and boost the cities’ sustainable development nationwide,is to look into the energy-saving performance that the activities bring.This essay uses GMM system to analyze the abatement performance of building model cities on SO2.The empirical results show that building model cities can reduce SO2 emission per million people about one-third.The city’s emission reduction effect is significant in the process,but it cannot maintain once it is awarded model city.The abatement performance of the eastern cities is higher than the western cities’.
