| 摘 要： | 科学合理的旅游规划是旅游目的地成功开发的前提保障，随着我国旅游业的迅速发展，旅游规划市场需求旺盛，但是旅游规划的实施落实状况却不尽如人意。针对目前我国旅游发展“重规划，轻实施”的现象，从规划委托方，规划编制单位以及社区3个角度对旅游规划实施不利的原因进行了剖析，并试探性的提出了提高旅游规划质量，强化规划落实实施的措施建议。

| Abstract: | A scientific and reasonable tourism planning can ensure that the destination develops successfully. In recent years, along with the rapid tourism development, a lot of tourism plannings have been produced, but not all the tourism plannings were put into practice. This paper analyzes the reasons which made it difficult to carry out,and proposes some suggestions. |
