| 摘 要： | 以标准普尔为代表的信用评级机构自2010年下半年以来开始发布美国主权信用评级的负面意见,三大机构与美国政界的政治博弈愈发激烈,其中,标准普尔在2011年8月5日首次把美国主权信用的AAA评级降至AA＋。美国主权信用评级遭降级,对全球金融市场和美国经济产生了较大冲击。打破三大机构的全球评级话语权论断,需要建立公正合理的国际信用评级市场新秩序。
