树立现代渔业意识引领增长方式转变

本文从摆脱短缺型发展模式的束缚、摒弃增产指标的考核价值、降低自然资源依赖度、纠正产业“异化”发展偏差这四个方面，对我国渔业发展模式进行了深刻反思。在此基础上，提出了坚持适应国家生态建设的需要、坚持资源环境可持续利用、坚持改善国民营养结构及消费安全、坚持保护渔民权益促进收入增长、坚持发展现代渔业促进渔区经济社会发展五项原则，从而树立了正确的渔业发展价值取向．并指出了用“三大”战略的指导思想引领渔业增长方式转变的政策建议．

Build up new concept to guide fishery development in modern patterns

This paper discusses the developmental mode of Chinese fishery from four aspects,which include getting rid of short developmental mode,spurning assess values of increasing production indexes,reducing the depending of nature resources,rectifying the warp of industry dissimilation.Based on these four aspects,five principles are put forward,which are insisting on adapting the need of zoology construction,the sustained use of resource and environment,improving the citizens nutrition structure and safe consumption,protecting fishmen rights and increasing their income,developing modern fishery to advance the development of economy and society in fishing districts.Resting on the above analysis,it is erected that correct value temper of fishery development and policy proposal of guiding the conversion in sustained fishery increasing modes through practicing strategic concept of the agriculture government.
