| 摘 要： | 一方面,经济秩序混乱为消极腐败现象的发生提供了土壤和条件;另一方面,一些机关和部门存在办事拖拉、弄权勒卡、搞部门和地方利益保护、政策梗阻,甚至个别领导干部及工作人员徇私舞弊、贪赃枉法等消极腐败现象,又是造成经济秩序混乱的重要原因之一。

| Abstract: | On one hand, economic disorder has provided the soil and conditions for the corruption; on the other hand, some agencies and departments drag of doing things, abusing power and extorting money, engage in the protection sector and local interests, policies, obstruction, or even a few leading cadres and staff favoritism, corruption and other negative phenomena of corruption. These things are also the main reasons for the economic disorder. |
