| 摘 要： | 振兴东北老工业基地的前提和关键是要把转变观念落到实处，这样才能用新思路去设计振兴的方案。解决政府职能的转换问题是振兴东北问题的源头、是根；解决国企的产权问题和法人治理结构是国企改革的关键和根本；解决社会就业问题是当务之急。这些问题既是振兴东北的难题，也是突破口。

| Abstract: | The key of rejuvenating the northeast industrial base is to converse our conception. The root is to converse the functions of governments. The basis is to solve the problem of enterprise's property rights and law person's ruling structure. The emergency is to arrange employment. These problems are difficult, but they are breakthroughs. |
