政府在现代水权制度建设中的作用

通过研究我国水资源管理现状及参考国外水资源管理办法提出:我国水权制度改革的根本思路是强调水权的私有性质,提高产权明晰度和水权的流动性。水权的双重属性决定了政府在建立现代水权制度的过程中仍要扮演重要角色,其具体工作包括分配初始水权,组织水权交易,完善水法体系,以及宣传水权知识等其他配套工作。

Action of government in establishment of modern water property system

Through researches on status in quo of water resources management in China and referring to relative foreign management methods,it is put forward that the fundamental thought for the reform of water property system in China is to strengthen private attribute of water property,and to raise perspicuity of property rights and movability of water right.The double attributes of water right determine that the government still plays an important role in establishment of modern water property system,and its specific work includes allocation of the initial water property,organization of water property trading,improvement of water laws,etc.
