我国林业计财工作“十五”回顾与“十一五”展望

对我国“十五”期间林业计划与财务工作进行了回顾,总结了在谋划发展战略、争取政策投入、加强林业基础设施建设、完善林业生产关系、强化资金运行安全管理、引导服务等方面的成就。提出“十一五”期间林业计财工作要在新农村建设中搞好战略谋位、继续推进大工程建设、强化林业科技自主创新、注重林业经济增长速度、质量和效益的统一上进行把握,并提出2006年林业计划与财务工作的具体安排。

Review of Tenth Five-year Plan and View of Eleventh Five-year Plan in China Forestry Budget and Finance

The paper reviewed China forestry budget and finance in the tenth five-year plan. It summarizes the achievements in budget strategy, policy support, infrastructure, perfect forestry production, reform innovation, secure capital operation, service guidance, etc. And it holds that forestry budget and finance in the eleventh five-year plan should define the right role in new rural development, continually promote project construction, strengthen self innovation, focus on the unity of forestry economic growth, quality and benefit.
