民营经济不是一个模糊概念

本文针对“民营经济是一个模糊的概念”之说，认为狭义的民营经济指个私等非公有制经济；广义的则除了个私经济外，还包括非国有经济中的公有制经济。民营经济概念并不模糊。之所以会认为它是个模糊概念，一是国务院对民营经济的概念至今尚未有一个科学，权威的界定；二是国家统计局也未建立起与民营经济概念相匹配的统计指标体系。

Private Economy Is not a Vague Concept

Aiming at the argument that private economy is a vague concept, this article believes that the private economy in narrow sense indicates the non-public owned economy such as sole proprietorship. The private economy in broad sense includes not only the sole proprietorship but also the public-owned economy in the non state-owned economy. The concept of private economy is not vague. The reason for people to view it as vague lies in the follows: first, the State Department did not supply a scientific definition with authority for private economy till now; second, National Bureau of Statistics did not set up the statistical index system corresponding with private economy either.
