中国残疾预防的转折机会和预期分析

残疾社会负担迅速增加是推动我国尽快开展残疾预防工作的重要原因,而现代医学科技的发展使绝大部分残疾可防可控是开展残疾预防的必要条件。系统回顾了近30年来我国主要的残疾预防政策行动,总结了取得的成效和存在的问题,分析了我国残疾预防工作面临的新形势以及新的政策动向,提出了下一步残疾预防工作的四个重点,即提高认识、完善政策、加强行动、强化支持。

Analysis on the Transitional Opportunity and Anticipation of Disability Prevention in China

The social burden of disability increased rapidly was considered as the primary cause to promote the work of disability prevention as quickly as possible in China,while the development of modern medical science had made it possible to prevent and control the occurrence of most of the disabilities,which is the necessary condition to pursue disability prevention. Based on the systematic review of the main policies and interventions on disability prevention in recent decades,it summarized the effect acquired and the problems existed yet and deeply analyzed the new situation and policy development trend faced by disability prevention in China. Finally it put forwards four key points in next steps to develop the work of disability prevention,which were improving cognition,perfecting policies,strengthening intervention and intensifying support.
