中国林业社会化发展的制度要素分析

当前中国“由部门办林业到社会办林业”的制度转型,实际上就是要建立林业社会化发展的制度体系。这种制度体系大致应当包括林业主体的多元化、林业生产经营目的商品化、生产要素配置的市场化、林业生产组织形式的规模化与专业化、政府林业管理职能的(服务)规范化、森林资源开发利用的综合化等方面要素。对各要素的组成进行了具体分析。
