近年来，石家庄市以中小企业为主体的产业集群有了较快发展，集群经济已经占到全市经济总量的30％以上。成为全市经济建设中一支具有鲜明特色的生力军。然而，石家庄市的产业集群在一定程度上还存在着集而不群、群而无力的现象，普遍存在着专业人才缺乏、资金投入不足、技术装备相对落后、自主创新能力弱、企业家的知识水平和员工素质相对较低等困难和问题，严重束缚着产业集群的进一步扩张。应以特色产业集群提升区域经济核心竞争力，加强人力资源管理，培育骨干龙头企业。

Promoting the Regional Economics Core Competitive Ability by Developing the Characteristic Industry Cluster

Recently, the industry cluster of medium-small enterprises in Shijiazhuang city has faster development. The cluster economy has occupied the 30 percents of economy＇s total amount and has been a vital new force on the city＇s economy construction. But there are many problems which include professional person lack, capital investment insufficient, technology equipment lag,autonomous innovative capability weak and entre preneurs＇knowledge level low, etc. They fetter the expansionism and promotion of the industry cluster. We should strengthern the human resource management, and train the key enterprises to promote the regional economy core competitive ability by developing the characteristic industry cluster.
