| 摘 要： | 本文通过对发达国家科技政策一般趋势的考察以及对科技投入的国际比较 ,可看出我国与发达国家的差距 ,究其原因主要是因为我国政府在科技发展方面缺乏明确定位。笔者认为 ,我国政府必须深化各方面的改革 ,发挥好政府在科技创新中的作用 ,培养出以企业为主体的技术创新机制 ,从而更好地促进科技成果向现实生产力的转化

| Abstract: | This article reviews the general tendency of technology pllicies in developed countries and makes some international comparisons on the technology investment. From the comparison, we can see that Chian is still left behind by developed countries. The key reason is that Chinese government lacks clear vision about technology development.Therefore, the author suggests that Chinese government must push all reforms forward and play a key role in technology innovation. In order to convert the rtsults of technology and science into realistic procductivity, technology innovation mechanism that centered by enterprises must be created. |
