| 摘 要： | 结合国内外学者关于现代产业体系的研究,分析了现代产业体系的形成机制。正因为政府行为在现代产业体系的构建中发挥着重要的作用,所以从海西建设的产业现状入手,通过政府扮演的角色,从创新的视角出发,提出构建海西现代产业体系的相应政策。
