多哈回合农业框架协议的削减国内支持的方向,特别是“不挂钩”的黄箱政策的削减,由于没有考虑到机会成本补偿对于农户行为的重要意义,从而有可能导致全球农产品,尤其是粮食的生产和供给出现短缺。短缺不仅会对欧盟、日本等地区的食品供给产生威胁,而且也会危及出口国的农产品生产与安全。因此,协议需要修正和完善。从长期看,农产品的全球化将是有限的。
