政府规制失灵的发生与解决:基于信息不对称角度的研究综述

近年来,西方发达国家的规制理论取得了较大进展,为我国自然垄断产业的规制改革提供了宝贵的经验借鉴。本文首先对政府规制中的信息不对称问题进行了简要阐述,然后分析了这一问题产生的后果,最后将重点放在这一问题的几种解决思路上,分别对它们的理论基础、应用方式、实践效果以及发展前景进行了较为详细的述评。

Origin and Solutions of Regulation Failure——A Commentary Based on Information Asymmetry

Regulation policies have been used as substitution of market in natural monopoly industries by governments.However,the regulatory effects of natural monopoly industries have not been so desirable.One of the most important reasons is that there exists information asymmetry between the regulatory authorities and the regulated enterprises,and the information asymmetry is always the most difficult problem that encounters the regulatory authorities.The regulatory theories and regulatory experiences of western developed economies in recent years can provide us with valuable references.This article begins with a brief analysis of information asymmetry in regulation and its consequences,and then attaches great importance to a commentary on the solutions to the problem,including their theoretical basis,practical effects and prospect.
