| 摘 要： | 我国农用土地使用中存在一些生存问题，农用土地规划是解决这些问题的有效措施。只有将农用土地规划提高到法律的高度。以法律作为农用土地管理宏观调控的手段。才能最大限度地实现农用土地规划的目的。《农用土地规划法》涉及面广，综合性强，制订它必须从科学角度出发。并应遵循4项原则。

| Abstract: | There are some biological questiones in usage of agriculture land in our country.Agriculture land plan is a effective measure in solve these questiones.In a modern legal society,in order to utmostiy carry out purpose of agriculture land plan,there are no other than lifting agriculture land plan in law and regulating agriculture land with leagal method.The establishment of agriculture land plan law must accord view of science and four principles because it have strong syntheses and relate many aspects. |
