从公共经济视角看城市环境治理中的政府职能创新

本文回顾了庇古税、科斯定理,指出了在解决城市环境问题的过程中存在的观点“重市场、轻政府”和“重政府、轻市场”两种错误倾向,提出了寻求政府与市场平衡的观点。文章结合我国城市经济的发展和城市环境污染的现状,提出改变税收模式,加征环境税;环境污染治理项目的BOT、TOT等模式;试行保证金-返还系统等三项关于政府在城市污染治理当中应当发挥的作用的创新设计。
