| 摘 要： | 在确立水利经济运行机制必须改革的前提下，探讨了传统水利运行机制。认为其存在投资渠道单一、水生产要素市场不完善、缺乏市场观念和水价不合理等缺陷。提出运用水权、水市场理论优化水资源配置，合理确定水价，拓宽水利投融资渠道，建立适应社会主义市场经济的水利经济良性运行机制的建议。

| Abstract: | Under the perquisite of determining the necessity of reforming the operation mechanism of water resources,the operation mechanism of the traditional water resources is discussed.Some disadvantages are put forward.Some suggestions are given,that is,to optimize water resources configuration by use of water right and water market theory,to rationally determine water price and to widen financing modes for water resources,and to establish satisfactory operation mechanism of water resources economy in accordance with the market economy of Chinese socialism. |
