开发区资源环境承载力评价方法初探

开发区是集社会经济发展、资源与环境消耗、人口集中于一体的面积较小的区域,在有限的面积内使经济得到快速稳定的发展,其资源环境必定承受一定的发展压力,探讨其资源与环境是否在社会发展的可承受范围内具有一定的实际意义。将目前的资源环境承载力评价方法大致分为单因素评价法和综合评价法,以某开发区为例,将区域承载力评价的综合方法-状态空间法用于开发区资源环境承载力的评价,分别采用状态空间法与单因素评价两种方法对开发区进行分析,发现两种评价方法所发现的问题及结论基本一致,状态空间法由于考虑影响因素多,考虑问题更全面;将各个影响因素进行一系列的计算过程,然后通过比较实际状态空间值与理想状态空间值,得出的结论更简洁明了。状态空间法用于评价开发区的资源环境承载力是可行的。

Assessment Methodology of Bearing Capacity in Resource and Environment of Development Areas

Development area is a small region which include social economic development, resource and environment consumption, and a large number of population. Economy develops fast and stably in a limit area, then the resource and environment must carry much load. So it is important that we discuss whether the resource and environment is the range of sustainable development. The present assessment methods were introduced simply in this article, and these methods were classified into two categories, those are single element assessment and comprehensive assessment. For development area, status space method, one of comprehensive methods in assessing regional bearing capacity, was applied to evaluating bearing capacity on resource and environment of development areas in this paper. We introduced status space method and single element assessing method to a certain development area, the results are same basically. Status space method can find all-inclusive problems because more influence factors are included. And these factors must be calculated through a set of steps, then the actural status space value is compared with the planning status space value, therefore it can get a simple conclusion. Status space method is feasible in assessing bearing capacity on resource and environment of development area.
