对我省已建防洪工程运行管理的思考

我省水系发达,河道纵横,水患较频繁。为防治水患灾害,我省对省管河道进行了局部堤防建设,2001年,成立了省河道治理工程管理局,负责全省河道堤防建设、管理,截止目前,已建堤防过百公里。但由于堤防建设完成后,管理单位不落实,管理维护经费没有来源,使这部分国有资产受损严重,导致建成堤防无法正常运作发挥应有的作用。对此,笔者参考国内外先进经验,从我省实际情况及目前河道堤防运行现状出发,对堤防运行管护、经费来源及其管理模式进行了浅显分析,提出了一些河道堤防良性运行的思路,以求与大家共同探讨。
