我国“三品一标”建设统计研究初探

目的]"三品一标"是农业供给侧改革的重要助力,也是实现农业可持续发展的必然要求,我国"三品一标"建设也初见成效,文章旨在初步研究我国各省级行政区(港澳台除外)"三品一标"工作成绩,并为今后各省的"三品一标"建设工作提供数据支持。方法]对我国各省级行政区(港澳台除外)"三品一标"工作进行统计研究,所有数据截止2017年12月底。结果]"无公害农产品"建设的优势区域为我国东部地区,江苏数量第一;"绿色食品"建设的优势区域为我国东部地区和南部地区,黑龙江数量第一;"有机农产品"建设的优势区域为我国东部地区和西南部地区,黑龙江数量第一;"农产品地理标志"建设的优势区域为中国北部地区和中部地区,山东数量第一。结论]我国的"三品一标"建设具有一定的地域集中度,这可能与各地区的经济情况、农产品相关的企业数量、农业产值、农产品特色情况、农业生产环境、政府引导扶持等多因素有关。各省应根据自身特点,放大优势、弥补不足、发掘特色、提升品牌,提升农产品质量安全水平。

PRELIMINARY STUDY ON THE STATISTICS OF THE "QUALITY&SAFETY AGRICULTURAL PRODUCTS" IN CHINA

San Pin Yi Biao (pollution free agricultural products, green food, organic agricultural products and geographical indications of agricultural products) is not only an important aid for agricultural supply side reform, but also an inevitable requirement for the realization of agricultural sustainable development. The construction of "San Pin Yi Biao" in China also begins to achieve initial effects. This paper aims to study the achievements of "San Pin Yi Biao" in various provincial administrative regions (except Hong Kong, Macao and Taiwan), so as to provide data support for the construction of "San Pin Yi Biao" in each province in the future. The work of "San Pin Yi Biao" in provincial administrative regions of China (except Hong Kong, Macao and Taiwan) was statistically analyzed, with all the data being studied by the end of December 2017. The results were showed as follows. The dominant area of the construction of "pollution free agricultural products" was the eastern part of China, and the quantity of "non pollution agricultural products" in Jiangsu ranked the first among all the provinces. The dominant area of "green food" construction were the eastern and southern regions of China, and the quantity of "green food" in Heilongjiang ranked the first among all the provinces. The dominant area of "organic agricultural products" construction were the eastern and southwest regions of China, the quantity of "organic agricultural products" in Heilongjiang still ranked the first among all the provinces. The dominant areas of "geographical indications of agricultural products" construction were northern and central China, and the quantity of "agro product geographical indications" in Shandong ranked the first among all the provinces. The construction of "San Pin Yi Biao" in China has a certain degree of regional concentration, which may be related to elements such as the economic situation of each region, the number of enterprises related to agricultural products, agricultural output value, the characteristics of agricultural products, agricultural production environment, government guidance and support, and so on. Based on their own characteristics, each province should give full play to its advantages, make up for its weaknesses, explore its unique characteristics, improve its brand and enhance the quality and safety of agricultural products.
